On Thursday, February 8, 2007, the Washington, D.C., office of the Monterey Institute Center for Nonproliferation Studies hosted a panel of experts on "Future Nuclear Strategies of the NPT Nuclear Weapon States," featuring presentations by:
- Dennis Gormley (Senior Fellow, Monterey Institute) on U.S. nuclear strategy
- Nikolai Sokov (Senior Research Associate, Monterey Institute) on Russian nuclear strategy
- John Simpson (Director, Mountbatten Centre for International Studies) on UK nuclear strategy
- JD Yuan (Senior Research Associate, Monterey Institute) on Chinese nuclear strategy
- Bruno Tertrais (Senior Research Fellow, Fondation pour la Recherche Strategique) on French nuclear strategy
The remarks for each country were based on draft papers the participants wrote that will eventually be compiled in a "special issue" of The Nonproliferation Review. In addition, each presenter was joined by an expert commentator:
- Jack Mendelsohn, adjunct professor at George Washington University and American University, responded to Dennis Gormley's remarks on U.S. nuclear strategy;
- David Mosher, a RAND analyst, offered feedback on Nikolai Sokov's thoughts on Russian nuclear strategy
- Hans Kristensen of the Federation of American Scientists analyzed John Simpson's presentation on UK nuclear strategy
- Bonnie Glaser of CSIS critiqued JD Yuan's talk on Chinese nuclear strategy
- Dieter Dettke of the Woodrow Wilson Center responded to Bruno Tertrais's paper on French strategy.
