Chief Negotiator for New START speaks with MIIS Nonproliferation StudentsRose Gottemoeller spoke with an arms control negotiation simulation class.
On December 14, 2010, U.S. Assistant Secretary of State Rose Gottemoeller, chief U.S. negotiator for the New Strategic Arms Reduction Treaty (New START), held an hour long video conference with students enrolled in Professor William Potter's arms control negotiation simulation class. During the semester-long course, Monterey Institute students played the roles of U.S. and Russian negotiators involved in hammering out the "Follow-On" to New START; the agreement ultimately negotiated in the class was called the Nuclear Arms Reduction and Cooperation on Missile Defense (NARACOM). During this discussion, Assistant Secretary Gottemoeller briefed students about the ratification process for the current treaty as well as the prospects for future arms reduction agreements between Moscow and Washington. She also expressed interest in the content of the accord negotiated by the students, which included agreements related to non-strategic nuclear weapons and cooperative missile defense. In addition to the meeting with Assistant Secretary Gottemoeller, the student negotiators had the opportunity to interact in person during the semester with Ambassador James Goodby and Ambassador Linton Brooks, the latter of whom made two separate trips to Monterey for the class.
