Japan-U.S. Track II Project

Multilateral Arms Control and Nonproliferation Institutions in the 21st Century
In conjunction with the International Organizations and Nonproliferation Project, this project focuses on the role and prospects of multilateral institutions with respect to implementation, verification, and compliance with arms control and nonproliferation treaties and regimes. Analysis of these institutions will be performed in the context of the international political and security environment, evaluation of the opportunities before them, the limitations they face, and the policy measures needed by their member states to optimize their contribution to global and regional order and deter the proliferation of weapons of mass destruction. This project is directed by Dr. Lawrence Scheinman.

CBRN Terrorism Case Studies
Under the direction of Dr. Jonathan Tucker, the CBRN Terrorism Case Studies project conducts a series of case studies assessing the acquisition and use of chemical, biological, radiological and nuclear (CBRN) weapon materials by sub-national groups. This analysis will augment understanding of the motivational factors, critical capabilities, and patterns of behavior identified in earlier CNS work published in the volume Toxic Terror: Assessing Terrorist Use of Chemical and Biological Weapons, Jonathan B. Tucker, ed. (MIT Press, April 2000).

Project on Congress and Nonproliferation
The Center for Nonproliferation Studies is beginning a project examining the important role of Congress in helping to shape and implement U.S. nonproliferation policy. Although still under development, the project will focus on several areas in which Congress affects U.S. policy regarding the nonproliferation of nuclear, chemical, and biological weapons, including directive legislation, appropriations, authorizations, and oversight activities. The project will also include resources for researchers and policymakers regarding Congressional hearings, testimony, and legislation. The Project on Congress and Nonproliferation is directed by Mr. Leonard Spector.

Survey of Nonproliferation Education
Under the auspices of The Nonproliferation Review, CNS is conducting a survey of nonproliferation education in the United States. The survey seeks to compile data on courses at selected U.S. institutions of higher education that contain content on the threats posed by weapons of mass destruction (WMD)--chemical, biological, and nuclear weapons and their delivery systems--and the efforts to combat their proliferation and use.

The Washington office maintains the CBW Resources Web Page, which includes information on chemical and biological weapons, state-sponsored programs and incidents of use, and CBRN terrorism and domestic preparedness.
