Current Arms Control and Nonproliferation Issues in Sino-US Relations

Li Song

In this paper, Li Song outlines China’s position on arms control and disarmament and identifies some disputes between China and the United States in this field. Li indicates that the biggest dispute, missile defense systems, could not only affect the mutual trust between the two countries, their bilateral cooperation in arms control and nonproliferation as well as Asia-Pacific security, but also touch upon the issue of arming of Taiwan. Currently, Sino-U.S. cooperation on arms control and nonproliferation matters is at a crossroads. Li concludes that if China is urged to cooperate with the United States so as to improve the latter’s security, while at the same time China’s own security is ignored or even further undermined, such cooperation cannot last.

Li Song is a Deputy Division Director at the Chinese Foreign Ministry’s Department of Arms Control and Disarmament.
