The Impact of the Development and Deployment of NMD and TMD on Arms Control

The paper examines the impact of the development of NMD and TMD on the global arms control process. The authors maintain that US plans for NMD and TMD violate the ABM Treaty, which is the most important arms control protocol currently being implemented. The Russian Duma called for a reexamination of the ratification of START II after US Secretary of Defense Cohen announced in January this year that the United States will accelerate its efforts to develop NMD and TMD systems. US plans would discourage other nuclear weapon states from participating the arms control process, and undermine international nonproliferation efforts.  They would also make it more difficult for the Comprehensive Test Ban Treaty to enter into force, and affect the ongoing negotiations on a fissile material cutoff treaty. Furthermore, the transfer and cooperative development of TMD systems will inevitably lead to the proliferation of missile technology in violation of the Missile Technology Control Regime. The deployment of TMD in Asia and the Pacific, especially in Taiwan, will undermine regional peace and stability, and violate China’s sovereignty and territorial integrity.
