It also analyzes the prospects for international cooperation. A series of factors, including international security, technology, economics, threats and domestic politics affects our ability to achieve desirable and realistic objectives. These factors impel us to find a way to think how to conduct arms control in the future. While bilateral strategic arms control is waning, we need to begin seeking a way to promote progress in the P-5 context.
