Panel 2: International Environment and Arms Control, Disarmament, and Nonproliferation

Factors Affecting Current US Security and Arms Control Policies

Liu Huaqiu

The international security environment has been seriously affected by several actions taken by the United States in recent years. These actions include research and development of missile defense, the refusal by the US Senate to ratify the CTBT, and the US-led NATO bombing in Yugoslavia. Moreover, the United States tends to expand arms to secure "absolute security." Such US actions could undermine and reverse international arms control processes and non-proliferation regime. To prevent the development of long-term negative trends in global security, we should establish international systems with checks and balances, or formulate a correct international security doctrine.
