Balancing the Bilateral Checkbook: Assessing the US-China Arms Control and Nonproliferation Achievements

Over the past two decades, track one and track two dialogues have propelled US-Sino arms control and nonproliferation cooperation toward convergence. The result has been two fold: arms control and nonproliferation cooperation have expanded both qualitatively and quantitatively, and US and Chinese understanding of each other's policies have deepened. Cooperation has been fostered through a number of trends in the international, bilateral and domestic arenas. Despite negative patterns of behavior, on both sides, that have frustrated resolution of disputes and stifled the development of trust, bilateral cooperation on arms control and nonproliferation will play an increasingly important role in the future of Sino-US strategic relations.
