Moreover, preserving and promoting nonproliferation means paying short-term cost for anticipated but not guaranteed long-term gains. The increasingly interdependent and complex world requires that these costs be paid to effect future security. Particular responsibility for persuading nations to take this course falls on the UN Security Council. Dr. Lawrence Scheinman is a Distinguished Professor in the Washington, D.C. office of the Center for Nonproliferation Studies, Monterey Institute of International Studies.
