Panel 1: Sino-US Arms Control and Nonproliferation Achievements

China-US Cooperation on Arms Control, Disarmament and Nonproliferation Achievements and Lessons

There are four main bilateral achievements related to arms control and nonproliferation. They include helping to solve the North Korea nuclear crisis, supporting NPT extension and CTBT negotiations, and responding to the nuclear tests in South Asia. Several lessons can be draw from the past achievements in Sino-US arms control and nonproliferation efforts. First, a peaceful and stable international environment in conjunction with a sound bilateral relationship is a prerequisite for China-US cooperation. Second, the promotion of common interests, equality treatment, mutual trust and mutual accommodation of each countries' security concerns are important principles in Sino-US cooperation. A third component is to reduce pressure exerted and the imposition of sanctions as a tool in bilateral relations. The final component is to take into account the national situation and system of the other side in order to avoid imposing one's criteria upon the other. The deepening and sustenance of Sino-US cooperation will occur as long as these past lessons serve as guidelines for future policies.
