On February 4, 2006, the IAEA Board of Governors referred the issue of Iran's nuclear program to the UN Security Council. In the resolution, the board requested the IAEA Director General to report to the UNSC all decisions and reports relating to the implementation of safeguards in Iran. The resolution also requested "Iran to extend full and prompt cooperation to the Agency, which the Director General deems indispensable and overdue." The Directory General is required by the resolution to report to the Security Council prior to the IAEA March board meeting.

The vote on the resolution was adopted by a 27 to 3 vote with 5 abstentions. Board members voting in favor of the resolution were: Argentina, Australia, Brazil, Belgium, Canada, China, Colombia, Ecuador, Egypt, France, Germany, Ghana, Greece, India, Japan, Republic of Korea, Norway, Portugal, Russian Federation, Singapore, Slovakia, Slovenia, Sri Lanka, Sweden, the United Kingdom, the United States, and Yemen. Cuba, Syria, Venezuela voted against the resolution while Algeria, Belarus, Indonesia, Libya, and South Africa abstained.

As the issue heads to the UN Security Council, the varying positions of actors in the international community will dictate what, if any, action is taken against Iran in the near future. (Apart from the 5 permanent members, the current membership of the Security Council is: Argentina, Congo, Denmark, Ghana, Greece, Japan, Peru, Qatar, Slovakia, and the United Republic of Tanzania.) With that in mind, CNS has compiled a selection of commentaries on the detailing the viewpoints of various international stakeholders in the current impasse over Iran's nuclear program.
