Course Materials

The proliferation of weapons of mass destruction (WMD) and their delivery systems is one of the most serious security challenges in the post-Cold War world. Proliferation poses a particular threat to the security and stability of East Asia, where several states already have nuclear weapons and ballistic missile capabilities, and others have the technical expertise necessary to develop weapons of mass destruction. Increasing awareness of the threat posed by proliferation has led to demand for more teaching and research in this area, especially in East Asia, where arms control and nonproliferation remains a relatively new field. There is a real need for East Asian countries to develop greater expertise on arms control and nonproliferation issues, both inside and outside governments.

With support from the United States Institute for Peace and the Ploughshares Fund, the East Asia Nonproliferation Program at the Monterey Institute's Center for Nonproliferation Studies organized two successful summer workshops in 2000 and 2001 to promote the teaching of arms control and nonproliferation in East Asia.

The centerpiece of the two workshops is "Security and Arms Control in Northeast Asia," a complete 16-lecture training course on security and arms control issues that contains lectures, Slides, supplementary readings, and a comprehensive reading list (PDF). The course covers the following key issues:

  • The strategic context of arms control;
  • The basic concepts and terminology of arms control and nonproliferation;
  • Current arms control processes, regimes, and organizations;
  • The technology, economics and politics of arms control and nonproliferation;
  • An overview of current global and regional arms control and security issues;
  • Security and arms control policies and perspectives of major Northeast Asian countries/region;
  • Detailed discussions of selected arms control and nonproliferation topics.

The materials necessary to teach the course may be downloaded from this page. EANP will continue to update the course materials and provide support to workshop participants and others in the region interested in arms control and nonproliferation education. We encourage teachers to modify the course materials and adapt them to suit their own eduational needs and teaching styles. The course materials will continue to be updated based on new developments and on suggestions received from teachers. Please give us comments and let us know how you are using the materials.
