What can be done to strengthen the link between the inalienable right to nuclear technology for peaceful uses and safeguards and nonproliferation obligations? Is there a need to revisit this right? What measures can be taken to limit the proliferation dangers of the most sensitive parts of the nuclear fuel cycle? What is the IAEA's role in this? Are safeguards enough? Can limits on the development of fuel cycle technologies be accompanied by demonstrable and significant progress on disarmament?
