Non-Governmental Organization (NGO) and Other Proposals
Space arms control efforts at the international level have led to a
stalemate within the Conference on
Disarmament (CD) in Geneva, the sole multilateral disarmament negotiating body of the
United Nations. Efforts in the CD have focused primarily on the creation
of a new multilateral agreement to supplement the
Outer Space Treaty (OST). There has
been much interest in instituting limits on the weaponization of space despite
the international gridlock on this issue. These pages contain numerous
approaches for developing effective limitations on space weapons. NGO,
political, and business interests provide several opportunities from which it
may be possible to effectively limit weapons in space despite the current lack
of progress in developing an international treaty under the auspices of the
