CNS Diplomatic Workshop:
Building Institutional Memory for the NPT
This diplomatic workshop was the first of its kind, held on 15 March 2010 in Nyon, Switzerland.
The Monterey Institute's James Martin Center for
Nonproliferation Studies (CNS) in partnership with the Geneva Centre for
Security Policy (GCSP) convened an expert meeting with a number of past Nuclear
Nonproliferation Treaty (NPT) Review Conference presidents and Preparatory
Committee chairs on 15 March 2010 in Nyon, Switzerland. This diplomatic workshop
was the first of its kind and was designed to build institutional memory for the
NPT review process by recounting experiences from previous Review Conferences
and Preparatory Committee meetings.
Former NPT Review Conference
presidents participated in the meeting, including Mohamed Shaker (Egypt, 1985),
Jayantha Dhanapala (Sri Lanka, 1995), Abdallah Baali (Algeria, 2000), and Sergio
Duarte (Brazil, 2005). A number of prior NPT PrepCom chairs also
attended.
Ambassador Libran Cabactulan, President-designate of the
upcoming 2010 NPT Review Conference, paid keen attention to the observations
made by past presidents about lessons they derived from their personal
experiences. CNS anticipates that the workshop will be helpful to Ambassador
Cabactulan in the lead-up to and during the Review Conference.
