  • (Page 2, para 4) …reiterates that, pending the total elimination of nuclear weapons and in order to strengthen the non-proliferation regime, it is the legitimate right of all non-nuclear-weapon States parties to the Treaty to receive effective, universal, unconditional, non-discriminatory, irrevocable and legally binding security assurances against the use or threat of use of nuclear weapons. The Group reaffirms that, in the context of the nuclearweapon-free zones, it is also essential that all the nuclear-weapon States provide unconditional, non-discriminatory and concrete legal assurances against the use or threat of use of nuclear weapons to all non-nuclear-weapon States of the zone that are parties to the Treaty on the Non-Proliferation of Nuclear Weapons.

  • (Page 1, para 1) The total elimination of nuclear weapons and the legally binding assurance that they will never be produced again is the only absolute guarantee against the use or threat of use of nuclear weapons.
  • (Page 2, para 5) Pending the conclusion of a comprehensive convention, the immediate implementation of the following measures, which include agreed steps from the 1995 Review and Extension Conference and the 2000 and 2010 Review Conferences, must be undertaken: 
    • (g) Provisions of unconditional and legally binding negative security assurances by nuclear-weapon States to non-nuclear-weapon States;
